- Motion made by Mrs. Cartier to accept the minutes; seconded by Mrs. Lavallee; all in favor.

DHCD Public Housing Notice 2012-01 Reissuance of Budget and Executive Director Salary Certifications
- The Board and the Executive Director are required to sign a final certification or the BHA’s subsidy will be in jeopardy
- Mrs. Lavallee is extremely upset. Due to the issues with the Executive Director in Chelsea, the rest of the Commonwealth has to suffer. DHCD tells us what we have to spend and where we can spend it and then the Board cannot interfere with the day-to-day operations. Yet the Board cannot do anything if they think the agency is not operating properly. The Accountant states that “he cannot verify that the budget is according to accounting standards, etc”, so why does the Board have to be personally responsible.
- Much discussion ensued in regard to the Certification.
- Board members refused to sign until Mr. Guzowski is present; issue tabled until February 14, 2012
- U.S. Department of Housing and Urban Development Certificate of Completion in regard to EIV Training
- Congratulations were given by the Board.
- Resolution 2012-01 Amendment to BHA Personnel Policy
- Motion made by Mrs. Cartier, seconded by Mrs. Lavallee, all in favor
- Resolution 2012-02 Income Limits/Fair Market Rents/Payment Standards
- Motion made by Mrs. Cartier to approve Resolution 2012-02, Mrs. Lavallee, all in favor
- Approval of Agreement between BHA and Massachusetts Laborers’ District Council of the laborers’ International Union of North America AFL-CIO for the period April 1, 2012 to March 31, 2015
- No changes were made to the contract.
- Motion made by Mrs. Cartier to accept the Maintenance contract, seconded by Mrs. Lavallee, all in favor.
- Review of Extraordinary Expenses
- The Board discussed the expenses; no changes from last year.
- Review of Administrative Salaries
- Discussion ensued in regard to salaries and the Housing Choice Voucher Program
- Members inquired about where the money comes from to pay salaries; Mrs. Bergeron explained how each program pays a portion of the salary
- Mrs. Cartier made a motion to increase the Executive Director’s salary by 2% for the Fiscal Year 2013 upon the accountant’s recommendation, seconded by Mrs. Lavallee, all in favor.
- Mrs. Cartier asked about the receivable from Milford; Mrs. Cartier asked that Mrs. Bergeron contact HUD to ask for their assistance
- Mr. Swain congratulated Mrs. Bergeron on the decline in fuel expense.
- Mr. Swain asked about the removal of the tractor and where the dollars went. Mrs. Bergeron explained that a budget revision is needed but has not been submitted to DHCD as of this date due to the fact that the FY 2012 budget has not been approved. The line item removal will flow into reserve.
- Executive Director’s Report
- Administrative: Submitted DHCD Vacancy reports, DHCD Energy reports, MRVP request for funds, Form HUD-50058, and financial data to Richard Conlon for month ending 12/31/2011.
Mrs. Bergeron attended the SMEDA December 2011 meeting on December 16, 2011.
- Ch. 607 Housing: Five vacancies at 667-1 and one vacancy at 667-2.
- The Roof Replacement at Wrentham Manor is entering final phase of completion.
- Verizon FIOS has been installed in the resident’s units at Wrentham Manor and installation of underground cabling will begin in the spring. Verizon will be installed at Depot Court sometime in January.
- Annual inspections have been completed.
- Mr. Penney thanked Mrs. Bergeron for repairing the exterior light at the entrance.
- Mrs. Penney asked about the tree that is being removed. Mrs. Lavallee inquired about the pine. The root ball is above the ground and the next storm will likely take it up.
- Mr. Swain received a notice from the Town of Bellingham in regard to the Authority’s liaison Daniel Spencer. The town is requesting copies of meeting minutes and agendas. Mrs. Lavallee stated that the BHA Board is not required to submit any requested information due to the fact the Board is independent of the town. Discussion ensued in regard to the notice.
- Mrs. Bergeron stated that she contacted the technical school and they are going to determine if the students can give us some assistance.
